Does anyone know this game?

It had little ball characters and they all possessed weapons, and you can mobilize around by shooting hooks. You can swing around on the hooks and I think there may have been jetpacks as well but I do not remember. I remember there was a level with books can you can keep shooting the books and they would have craters, i do not remember the name at all i used to play this game a long time ago, please help
