Why Was Theodore Roosevelt Nicknamed "Bully"?

TR was not nicknamed "bully" but used the term a lot to refer to something great or wonderful. He also was famous for using the "bully pulpit" which is a term meaning someplace from which you could advocate an agenda or policy. For example, the White House became a "bully pulpit" for TR when he was President.
