Anyone know this movie?

I can't remember too much except there was a woman dressed up a mouse who was also a ballerina or something. And she came with this guy to visit some young girl and take her away. I remember they sang, "Skinny Marinky Dinky Dink" and there was a scene where they sang the alphabet song backwards. I cannot for the life of me remember what it was called or what else it was about.
