My toddler won't age up in the Sims 3. Help?

I'm using the long lifespan. Everything went normal from there, taught toddler how to use potty, walk and talk. Got the usual reminder to throw her a birthday party. When the time came, said "It's Lilly's Birthday" and then zoomed in on her to age up. She won't stand up to spin around. Her action box says 'aging up' but shes not. shes not frozen. I can still add things to her que, like play with toy, but she wont move on to do it. Ive tried the aging off aging on cheat. ive tried testingcheatsenabled true cheat, neither worked. Also, shes changed into childrens clothes, but in toddler sized.
